I'm trying to install XDS on Linux Subsystem for Windows following guide in this document. So far I've successfully install xds package (step #3). I want to install XDS-Viewer etc as well (step #4) however down to the step iii, I encountered this error

I have tried to open firewall ports in windows 10 (create new inbound rule for port 21), turned off windows firewall, disable kaspersky, use ufw command, all with no success.Can I get some help here please?
